Notice to Bidders: Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders. State of Louisiana, the City of Bogalusa and the Secretary of the Interior’s Standards and Guidelines for Historic Preservation, applicable laws and regulations shall govern submittal, opening, and award of bids. Project Identification: Preservation and Restoration of the Robert “Bob” Hicks House & 1906 Mill House through a Preservation & Restoration Project funded through a 2018 African American Civil Rights Grant from the National Park Services (NPS), Department of the Interior in collaboration with the Louisiana Division of Historic Preservation. Project Location: 924 & 930 ½ East Robert “Bob” Hicks Street, Bogalusa, Louisiana. Grant Recipient: Robert “Bob” Hicks Foun‐ dation. Project Description: Project includes the exterior restoration of two buildings. The Robert “Bob’ Hicks House includes the exterior restoration of a 1950’s three bedroom residence including porch and car‐ port reconstruction, window/door restoration, siding repair, handicap ramp addition, driveway, new parking area/sidewalks, and new restroom outbuilding. The 1906 Mill House restoration includes resto‐ ration of front and rear porches, window/door restoration, siding repair, new roof, and new handicap ramp addition. Grant Recipient will receive sealed lump sum bids until the bid time and date given below. Grant Recipient will consider bids prepared in compliance with the Instructions to Bidders issued by Grant Recipient, and delivered as follows: Bid Date: Thursday, April 8, 2021. Bid Time: 2:00 p.m. local time. Bids may be delivered electronically, certified mail, or registered mail addressed to: The Robert “Bob” Hicks Foundation; 2682 South Columbia Street, Bogalusa, LA 70427. Follow the Instructions to Bidders for mailed or electronic bid submissions. Bids may not be hand delivered. Bids will be publicly opened via live video conference thereafter. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Small, women‐owned, and minority‐owned business enterprises are encouraged to apply. Grant Recipient reserves the right to reject any and all bids and to waive informalities and irregularities. Prebid Meeting: A Prebid meeting for all bidders will be held on site March 30, 2021 at 10:00 a.m., local time. Masks are required and social distancing will be observed. Printed or digital Procurement and Contracting Documents: Obtain from Beard + Riser Architects online plan room www.beardriserplans.com. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. Bidders should be experienced with restoration work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Grant Recipient and NPS will be required of the successful bidder.
